Bill Russell was born the younger son of Charles Russell and Katie Russell in West Monroe, Louisiana. His older brother was the writer and author of Five on the Black Hand Side, Charlie L. Russell.

Charlie graduated from Oakland Technical High and attended the Santa Rosa Junior College. There, he developed an interest in writing.

His play, Five on the Black Hand Side, premiered in 1969. It was later adapted into a film, which was released by United Artists in 1973.

He had two children named Katheryn and Joshua. He lived in Oakland, California until his death on June 28, 2013. He died at the age of 81 after a battle with gastric cancer.
